Attention should be directed below to the section defining residence requirements for all students, as well as the additional information listed under Certificate of Residence requirements.  All costs (except tuition) are estimated.

 

A CERTIFICATE OF RESIDENCE IS REQUIRED FOR EVERY STUDENT BEFORE THE FIRST DAY OF CLASSES OR OUT OF STATE TUITION WILL BE APPLIED.  SEE YOUR COUNTY OF RESIDENCE FOR DETAILS.

New York State Residency Requirements

Essex and Franklin County Residents: A resident of the State of New York for one year, and of the County of Essex or Franklin for six months immediately prior to registration.

New York State Resident: A resident of the State of New York for one year and of a county other than Essex or Franklin for six months immediately prior to registration who can present a Certificate of Residence from that county.

Non-Resident Student: A student who does not fulfill either of the two statements above is a non-resident student and pays Non-Resident tuition.

 

To qualify for the resident tuition fee, a student is required by law to present once each academic year, on or before registration, a Certificate of Residence indicating that he or she has been a legal resident of the State of New York for one year and of the county in which he or she resides for six months.  Failure to present a Certificate of Residence will result in Non-Resident tuition charges.  Non-Resident students are exempt from presenting a certificate.

 

Advanced Tuition Deposits

Candidates who are accepted to matriculated status by the College's Enrollment Management Office are required to submit a non-refundable, advance tuition deposit of $50 (except competitive programs - see below).  If the student enrolls at the College, this deposit is applied toward the student's tuition charge and will reserve a place in the program for which the student is accepted.  If the student does not enroll, the advance tuition deposit is forfeited.  All competitive programs (Massage Therapy, Radiologic Technology, and Nursing) will have a $150 non-refundable fee for program enrollment. 

 

Refunds of Tuition Following Complete Withdrawal

Students who have registered for classes in a given term and who fail to notify the College in writing prior to the first day of classes will be charged for the entire semester of if applicable utilizing the time frame set forth below.

 

Requests for tuition refunds must originate in the Records Office.  Upon written verification by the Records Office, refund applications will be processed by the Business Office.  The amount of refund is as follows:

  • During the first five days of classes - 75% of tuition
  • During the second week of classes - 50% of tuition
  • During the third week of classes - 25% of tuition
  • After the third week of classes - no refund

Refunds during summer sessions or special terms will be as follows:

  • Five week session - 50% during the first week
  • Seven week session - 50% during the first week
  • Distance Learning and all other courses (except Nursing and Radiologic Technology courses) - 75% during the first week and 50% during the second week.

*Federal Student Aid regulations require additional refund procedures for Title IV recipients.

*No Refund will be made to students dropped for disciplinary reasons.

*No Refund will be allowed for fees or advance tuition deposits.

 

Payment of College Expenses

All fees and charges that apply indicated under student expenses are payable on or before the first day of classes.  Students may defer payment tuition and fees if the Business Office has received formal notice prior to registration that the student has been approved for one of the following programs: Federal Pell Grant, Tuition Assistant Program (TAP), Federal Supplemental Education Opportunity Grant (SEOG), Aid for Part-Time Study (APTS), Federal Family Educational Loans (FFEL), New York Rehabilitation and Training Programs, Indian Aid, Veteran's Benefits under the G.I. Bill or Acts, Local scholarships and awards, and Third Party Payers.

 

Withholding Information

Any student who has a financial obligation to North Country Community College, has books or materials not accounted for in dealing with the library or other departments, or who has not met the immunization requirements of New York State Public Health Law, Article 21, Title VI, Section 2165, will have official transcripts, future registration, grade reports and certifications withheld until these obligations are met.
